When Excentus announced their departure from the commercial fueling businesses, the members of The Site Controller, LLC (TSC) saw the opportunity to take the best commercial fuel system available and make it better. By working together and with our customers, TSC believes we can continue to improve the product, establish best practices and provide fuel marketers with the service they deserve. In addition, to the staff of TSC, the ownership brings years of industry experience.
Mike Downs, of Downs Energy
Mike grew up in the petroleum industry, and is currently the third generation to lead the various Downs companies based in Corona, CA. He has a Business Administration degree from Cal Poly San Luis Obispo, and has been working full time in the family business since 1989, the same year the company joined CFN. Active within the industry, Mike has served on the CFN Advisory Council including a term as Chairman, CIOMA Board of Directors, Network Fuels Board of Directors, and was a founding member of the CFN Participants Association (CFNPA) and has served as its Secretary and President.
Derek Bettencourt, of SC Fuels
Derek joined SC Fuels in 2000 along with the acquisition of the Fuelman license in Southern California. While at SC Fuels, he has served as District Sales Manager, Regional Sales Manager, VP of Sales, and General Manager. Throughout his tenure, Derek has been an integral part of several critical initiatives including a fuel card platform conversion, numerous acquisitions, and strategic planning. Derek manages relationships with key vendors such as US Bank/Voyager, CFN, and Pacific Pride and currently serves as a board member for the CFNPA. He is driven by providing the best customer experience possible. Prior to joining SC Fuels, he spent 6 years with Quaker State Oil, first as a territory manager and then as a distributor manager. Derek earned his Bachelor’s degree in Marketing from California State University, Fullerton.
Len Robinson, of River City Petroleum
Len started his career as an Engineer/Scientist for the McDonald/Douglas rocket and space division. Realizing that the oil industry was the perfect place for him, he moved on to Fredricksen Tank Lines as Manager and CEO. Since founding River City Petroleum in 1980, Len has also been involved in several property holding partnerships and LLCs in California and Nevada, the most recent is The Site Controller.
Norm Crum, of Valley Pacific Petroleum Services
Norm has been active in the petroleum marketing industry since 1980: always with Valley Pacific Petroleum Services (“VPPS”) of Stockton, CA. He has a Marketing degree from Brigham Young University and an MBA from California State University, Stanislaus. Prior to purchasing his company in 1994, he worked initially as its Controller and then as its General Manager. VPPS was one of the CFN network’s earlier participants, having joined in 1988. Norm has served as President of the Chevron and Texaco Petroleum Marketers Association as well as on Chevron’s Marketer Council and on the CIOMA Board of Directors.
Brad Folkins, of River City Petroleum
From 1980 to 1998, Brad was part of his family’s petroleum distribution company on the Central California Coast. As part of our business we operated four Cardlock Systems. Brad’s company was an early adopter of the Commercial Fuel Controller (CFC). After selling the family business, Brad joined the Excentus team, where he spent eight years doing development and installation of the CFC. In 2006, Brad joined River City Petroleum as General Manager. As a part of The Site Controller management team I look forward to working with all our partners building on our market leading technology for a better tomorrow.
